Robert Oyung Biography
Robert Oyung is the Judicial Council's Chief Deputy Director. He serves as second-in-command to the Administrative Director, supervises the Leadership Services Division comprising Legal Services, Leadership Support Services and Appellate Court Services, and oversees the Operations and Programs Division supervised by the Chief Operating Officer, and the Administrative Division supervised by the Chief Administrative Officer.
Mr. Oyung served as Chief Operating Officer, supervising the Operations and Programs Division since December 2017. Prior to that, he has served as the Judicial Council’s Chief Information Officer (CIO) since 2016, advancing the Judicial Council’s strategic and tactical technology plans for the judicial branch.
Prior to joining the Judicial Council, he served as CIO for the Superior Court of Santa Clara County since 2009. While in that role, Mr. Oyung also contributed to Judicial Council statewide technology initiatives. He was a member of the council’s Information Technology Advisory Committee from 2010 to 2016. In that role, he also was program manager for the Technology Planning Task Force, bringing together judicial officers and court professionals to establish a new collaboration model that produced the current strategic and tactical technology plans for the judicial branch.
In August of 2016, Mr. Oyung was recognized by the Judicial Council with its Distinguished Service Award.
Prior to beginning his public service with the judicial branch, he was a director of IT and senior research and development manager at Hewlett-Packard, leading global business transformation programs to implement new services and capabilities for Fortune 500 companies. Mr. Oyung has a degree in computer science from UC Berkeley.
